Care Wisconsin History & Mission

Caring Starts Here…

Today Care Wisconsin is a managed care organization (MCO) that serves government-funded programs to frail seniors and adults with disabilities in over 50 Wisconsin counties. These programs include Family Care Partnership, Family Care, Medicaid SSI, and Medicare Dual Advantage.

We are headquartered in Madison, Wisconsin but have staff living and working throughout the state. We’re proud that we’ve had sustainable, but steady growth in the last few years, enabling us to employ more than 700 people to serve 12,000 members (and counting).

Although we’ve seen a lot of change in the last few years, we stay true to our mission and values which go back to when we first opened our doors in 1976 as Madison’s first adult day care facility. Read more about our history below.

Our Mission

Our mission is to promote the quality of life of our communities by empowering others and working together to creatively solve unique health and long term care needs.

To carry out this mission, we:

  1. Operate on a sustainable financial basis through growth and continuous improvement.
  2. Hire only the most qualified, talented, and passionate individuals.
  3. Invest in the wellbeing of our staff so they can, in turn, care for others.
  4. Volunteer in the communities in which we live and work.
  5. Understand that every person deserves to live with dignity and respect.

Our History

In 1976, the first adult day care center was opened in Madison, Wisconsin. Known as Elder Care for many years, our business expanded to help with transportation, long-term care supports and community outreach. In 1995, we became the first Wisconsin agency to enroll people in the Partnership program, now a robust program that helps thousands of Wisconsin residents receive the health care and support they need.

Fast forward a decade to 2005 and we transitioned from being a provider of services (Elder Care) to a licensed health maintenance organization (HMO) called Care Wisconsin. As an HMO, we were able to extend our impact and mission to more people and communities.

Since that time, we’ve grown outside of Dane County to serve 51 Wisconsin counties through a variety of government-funded programs. In 2018, Family Care is in 44 counties, Partnership in 7, Medicare Dual Advantage in 31, and Medicaid SSI in 36 counties.
