Care Wisconsin's Leadership Team & Board of Directors
Caring Starts When You Lead from the Heart…
Care Wisconsin recognizes and builds leadership throughout the organization. Many have formal leadership titles, like those on our executive team, board of directors, and program teams.
But we celebrate those who lead by example in other ways too, like:
- Sharing clinical, community or experience and knowledge.
- Doing the right thing even when it’s the “hard” thing.
- Advancing new ideas and insights so our organization can evolve over time.
- Mentoring and support colleagues.
- Taking care of oneself, so they have the capacity to care for others.
Get to know our Executive Team by looking through their profiles. We’re honored to have such an accomplished, compassionate group leading Care Wisconsin!

Care Wisconsin Executives
Chief Executive Officer
April Golenor joined Care Wisconsin in May 2018 after serving several years as Regional President of Humana in Louisiana and Mississippi, a highly-rated Medicare plan with over 225,000 members. Before working with Humana, Golenor was president and CEO at UnitedHealthcare Community Plan, which serves Medicaid members across Louisiana. Additionally, Golenor’ s experience includes CEO for a start-up Medicare Advantage health plan in Washington State, as well as holding high-level positions in other Medicare and Medicaid health plans. Her early career included positions in accounting and auditing for Ernst and Young, foundational experience that serves her well in the highly regulated, complex world of healthcare plans.
April enjoys spending time with her husband and two daughters. She’s also a fierce advocate for animals and has been involved with dog rescue organizations.
Chief of Staff
Ken Eimers joined Care Wisconsin in 2002 and has held a number of different roles before assuming his current role as Chief Operating and Information Officer in 2006. In his current role he is a member of the Executive Management Team, where he provides strategic direction and oversight of Care Wisconsin’s Managed Care programs and the Information Technology department.
Ken represents Care Wisconsin on several work groups and committees in partnership with the Department of Health Services (DHS).
Immediately prior, he worked at Dean Medical System, where he served as Manager of Business Systems. Ken has a Bachelor of Science in Management Computer Systems from the University of Wisconsin — Whitewater and a Bachelor of Arts in History from the University of Wisconsin — Madison.
Chief Medical Officer and SVP Clinical | MD
Chief Medical Officer Kevin Park, MD, joined us in 2017 after serving as the National Medical Director for a special needs healthcare plan organization that served 13 major markets. His deep experience with highly-vulnerable populations combined with his clinical background enables him to drive the strategic direction of Care Wisconsin’s clinical programs. Dr. Park is board certified in internal medicine, a Harvard Medical School and magna cum laude graduate of Harvard College, an editorial board member for the Journal of Healthcare Quality, and a nationally-recognized expert on medication adherence.
In spite of his noteworthy accomplishments, Dr. Park is a humble, servant-minded leader who focuses his energies on advancing our clinical practices to improve the experiences and lives of our members. Outside of work, Dr. Park is an avid traveller (he’s been to 46 states!) and patron of the arts. His passion for art and theatre began during his undergraduate years, when he majored in French and English literature.
Chief Financial Officer | CPA
Janette Townsend is Chief Financial Officer. In this role, she provides leadership and management of all financial, accounting, treasury, and budgetary activities of the organization. Janette also oversees the facilities and materials management, enrollment, and claims. She is the Treasurer and financial advisor to the Board of Directors and provides them, along with the Executive Team, with analysis and counsel on the financial impact of regulatory and other business activities on the organization.
Before joining Care Wisconsin, Janette served as Vice President & Corporate Chief Financial Officer at Renown Health and has nearly 20 years of financial and operational experience in the health care industry. She is a certified public accountant and has a Bachelors in Business Administration/Accounting from Oregon State University.
Vice President of Employee Experience | SHRM-CP, PHR, CPC
During her six years at Care Wisconsin, Vice President of Human Resources, Amy Ackermann, has made employee growth, engagement, and wellness her priority. As she eloquently states, “We don’t make or sell things–we deal in care and support for others. As our teams care for our members, the HR team cares for our staff.” To this end, Ackermann oversees a growing and innovative HR team who manage recruiting, retaining, compensating, rewarding, educating, and recognizing staff. Under her leadership, Care Wisconsin’s culture has evolved into a highly adaptive and inclusive organization that attracts Wisconsin’s top talent.
Before joining Care Wisconsin, Ackermann worked in HR leadership for a number of early-stage, high-tech companies in Madison. She received her degree in counselling from Northwestern University, which she leverages every day. She’s earned a Certified Professional Coach designation, which has enhanced her skills and approach in building relationships and supporting others. In her free time, Amy enjoys attending her children’s athletic events, cooking, and exploring new places—near and far.
Senior Vice President of Government Services | MPA
Susan Crowley, Care Wisconsin’s Senior Vice President of Government Services, provides leadership and oversight of several key areas, including Provider Network, Marketing, and Regulatory Affairs. She came to Care Wisconsin six years ago “on a mission to serve low-income elders and persons with disabilities.” Crowley’s deep experience in the public sector is an incredible asset to Care Wisconsin.
Before coming to Care Wisconsin, Crowley served as Director of Dane County Human Services, Director of Prevention and Community Initiatives for UW-Madison, and Long-Term Care Administrator for the Department of Health Services. Her passion for helping others extends beyond the workday. She’s volunteered for and held board positions at numerous organizations like Journey Mental Health and Goodwill Industries of South-Central Wisconsin. Currently, she is a volunteer guardian for a young man with an intellectual disability.
She attributes her service-first approach to growing up in a small coal-mining town in Southwestern Pennsylvania where she witnessed the positive power of support to improve lives. Susan spends her free time reading, traveling, and spending time with her family.
Executive Director of Long-Term Care Services
When Gina Groskopf came to Care Wisconsin in August 2007, she already had a strong background in non-profits: her previous work in case management saw her coordinating care for people with intellectual, developmental, and physical disabilities, as well as the elderly. Later, she developed programs and services to assist these populations in addition to managing the staff, budget, and program operations for the organization. This work was a good fit for Gina’s gregarious personality and provided her a variety of perspectives to witness the challenges and triumphs members accomplish on a daily basis. Using these experiences as motivation, Gina started with Care Wisconsin as a Regional Director for Family Care, leading program implementation efforts across the state before rising through the ranks to her current role as Executive Director of Long Term Care Services, in which she develops and oversees high quality, cost-effective long term care systems.
In her free time, Gina enjoys reading, spending time with her family, and trying out different exercise classes.
Compliance Officer and Vice President of Quality and Regulatory | RN, BSN, CHC
Leading the development, implementation, and maintenance of these mission-critical programs is Angela Seidl, our Compliance Officer. Angela is uniquely suited for this role, as she began her career as a national security intelligence analyst in the United States Air Force before switching gears and obtaining her nursing degree.
Angela has spent her career designing and delivering healthcare and support programs to vulnerable populations. While working as a community health nurse in Hawaii, for example, Angela developed and implemented a domestic violence screening program. Providing services in that community helped prepare her for her first role at Care Wisconsin in 2001, when she became an RN Care Manager with the Partnership program. After demonstrating strong leadership during several expansion initiatives and a desire to get more involved in the regulatory side of the organization, Angela became Compliance Officer in 2015.
During her free time, Angela loves to spend time with her family, reading, gardening and cooking. She’s an avid camper and loves exploring the state of Wisconsin.
